Jay Rooney - Vice President, Operations
Jay Rooney serves as Red Five’s Vice President (VP) - Operations. He has over 29 years of military and law enforcement experience and is adept at creating, designing and implementing residential, family and cyber security measures for clients around the globe. As VP, he works to ensure operational planning and execution are professional, effective and precise.
Before joining Red Five, Rooney served as a Supervisory Special Agent in the Federal Bureau of Investigation (FBI), including acting as the senior Agent-in-Charge for the FBI Director’s Protective Detail and the supervisor of the Deputy Director’s Detail. He authored new operating procedures for these protection missions and helped implement security measures that have become the standard within the organization.
During his tenure with the FBI, Rooney also served as Special Agent/Investigator on a Counterterrorism Squad in the Washington, DC, area. Utilizing undercover operations, electronic/physical surveillance and other advanced techniques, he successfully led global investigations, some of which led to the prosecution of various terror-related subjects.
Rooney spent several years within the Bureau working as part of an Organized Crime and Drug Enterprise Task Force. In one example, he served as the case agent for a multi-year investigation which yielded the arrest and conviction of six individuals and one of the largest drug and money seizures on record in Northern California. Post 9/11, he transitioned to the newly created Joint Terrorist Task Force in San Francisco, CA.
In addition to his law enforcement background, Rooney was also an Aviation and Intelligence Officer in the United States Army, serving in multiple locations and operations around the world. During his military career, Rooney was responsible for providing signals intelligence support to the 18th Airborne Corps and also commanded a unit in Germany providing VIP helicopter transportation for 12 major commands throughout Europe.
Rooney holds a B.A. in Psychology from the University of Notre Dame. He has served as an FBI Executive Protection Instructor and is SWAT certified. He has extensive training in tactical vehicle operations, weapons, defensive tactics and emergency medicine, as well as conducting international executive protection in over 32 countries.
